I killed raptors and looked for a good 10 minutes with no luck, but once I abandoned and reacquired the quest he appeared immediately.

So if you cannot find him I suggest dropping the quest and getting it again. Comment by Easiest way to catch him: get near him then target him. Chase him around while you have him targeted and when he gets close hit the lasso. Took me about 3 mins. Comment by Mithlek Easiest Way to do the Quest: 1. Then spam it until you get him, he does a really odd circle, and can double back, from what I've seen.

When you get on him, don't try to run through the spiked openings! Go around and head through the wooden arch at the pen. You should get kicked off somewhere near the fire. Quest completed, no problems.
